[MassHistPres] Demo Delay By-Law - remedies

In my mind, those are the types of solutions these bylaws try to
encourage. It really just give the town an opportunity to work with the
property owner to a mutually acceptable solution.
In our bylaw (and I expect most others as well), the HC can end the
delay period at any point. This is motivation for the owner to work
with the HC.
