Cambridge has occasionally granted a temporary Certificate of Hardship for 
otherwise inapproriately located features of modern life (e.g. parking 
facility for a physically impaired resident, window air conditioner for 
occupant of a rental unit).  Perhaps you could make sure that there is not a 
suitable less visible location for the hoop, swallow hard to be practical, 
and consider granting a temporary Certificate of Hardship on the basis that 
there is no more suitable, less visible or intrusive location, and with 
"temporary" being defined (consistent with the actual situation) for a 
specific part of the year or for the earlier of a limited number of years or 
the five-year old's no longer living there.  --  Bill King
