[MassHistPres] Appeals to a Regional Planning Agency

Some historic districts have adopted Section 12 of MGL Ch 40C, which allows aggrieved persons to 
appeal to a Regional Planning Agency.
Assuming that appeal goes against the historic district commission, how can the commission 
appeal it? Section 12 A allows aggrieved persons to go to superior court, but the definition of 
aggrieved person in Section 5 does not include the commission.
Thanks for sharing theory or experience about that situation.
