Allied Storm Windows (out of CIncinnati) makes arch-topped storm
windows.

They are not "tracked" -- the panes affix with clips and have to be
removed completely to put a screen in.
Since arch-topped windows usually do not open fully, it is likely that
the panels would either have to be permanently fixed or removable from
the outside -- since the reduced size opening would not allow you to
reach up and unclip the storms, nor would it allow you to remove the
panel. I have an arched window on my third floor, I haven't tried to put
a storm on it yet, but I think that I may even go with a fixed lower
panel, removable upper panel, since it may be easier to lower the top
sash versus raising the bottom sash.
