I think if you look at the statute, there is a requirement that the
petitioner must show what the property will look like, post removal; a
vacant lot, with something unknown to be constructed there, does not meet
that criterion.
That said, in Arlington we have allowed garages (ugly cement block things)
to be taken down, and, in one case many years ago, a late 19th c. house to
allow a church to expand its parking lot. The church people did present a
post-removal plan, showing a fence and plantings.
