If your not planning on making it a HD, why respond at all?  Let it go until your ready to canvass the neighborhood to see if there is support for a HD when the time comes.  
While the language used is inappropriate certainly, what is the point of getting into a fight over nothing? It is your commissions responsibility to be "aware" of all potential business that may come before it, including a new HD. Don't apologize for doing what you should do, but pushing back may make those peoples point that you were planning this all along. <Jim
