Based on Boston's experiences, the HD will want to seek the advice of town counsel and the help of public works. A Beacon Hill Architectural Commission ban on newsboxes was appealed by newspapers on the grounds of free speech, but upheld due to the availability of the newspapers in other locations in the district (both free and for sale newspapers). In other local historic districts newsboxes have proliferated in commercial areas despite coordinated and repeated efforts among city departments to address the issue city-wide.

Subject: [MassHistPres] Sidewalk News Paper and Magazine Dispensers
Here in Wenham a sidewalk magazine dispenser has beeb put in place within the Historic District to provide free copies of the magazine "Improper Bostonian". The Historic District Commission was not asked for a Certificate of Appropriateness for this dispenser. Complaints about it are now being directed at the Commission. We have no standing policy dealing with this type of dispenser and I was wondering if any Historic District Commission does have a policy or how they deal with these things.
