[MassHistPres] Demo Delay

DD bylaw hearings are triggered by an action -- normally an application (for a building permit) to demolish or in some cases the commencement of demolition. If the barn was demolished five years ago, what provision in the bylaw triggers a DD hearing process?
If it was listed inadvertently, there could be a vote required to delist it.
If that's not the issue, have you discussed this with town counsel?
