In a slightly different but parallel context, we have occasionally found in 
Historic Districts that when a property owner is called on some unpermited 
change, he claims that the change was made long ago, before the effective 
date of the district.  Often, the photographs of the building in the 
establishment-of-the-district report to town meeting will refute that 
assertion.

When the building in question was demolished, presumably it was done so 
pursuant to a demolition permit from the building inspector - the date on 
that would seem to be fairly good evidence if not determinative.
