[MassHistPres] How Heavy to Play It

If you have a set of guidelines then the decision was made in the past  
about what you need to do.  You must stand your ground.  If you don't  enforce 
any one of the guidelines, they are all in jeopardy.  Do you want  to go 
through the agony of deciding in each case whether to enforce a guideline  that 
is already in place?  And won't homeowners/developers know that they  can 
probably win just by doing the work without a permit?
 
There needs to be a remedy.
