I completely agree with the comments below.
Does replacement of windows need a permit there? If not, it should.
If it does, was there a permit? If there was a permit you may have more of a problem.
If he didn't pull one, he should have a big problem.
If there isn't an automatic procedure that no permit is issued in an LHD without a certificate, there needs to be one.
Getting the building inspector to write a ticket -- each day a new offense -- and/or withhold a CofO can really grab a developer's or contractor's attention.
