Duties:
The incumbent of this position will assist in the Section 106/Chapter
254 review and clearance processes for MassDOT's Accelerated Bridge,
Construction Advertising, and economic recovery projects - primarily
those involving bridges. The incumbent may also be involved in the
review and clearance of projects involving bridges currently/formerly
under the purview of the Department of Conservation and Recreation (DCR)
or the Massachusetts Turnpike Authority (MTA).
Duties will include: assist in the cultural resources
review/evaluation/clearance process as it involves standing structures
(particularly bridges) and other historic properties/districts under the
terms of MassDOT's Amended Section 106 Programmatic Agreement or other
applicable federal or state law, for projects scheduled to be advertised
by MassDOT; exercise professional judgment, follow accepted professional
practices and meet all applicable professional standards, in order to
ensure timely project clearances under federal and state historic
preservation and environmental laws and regulations; conduct standing
structure field surveys; perform historic documentary research; identify
historic properties within or near a project area; evaluate the National
Register eligibility or identified properties; evaluate effects on
Natural Register-listed or eligible properties; consult and coordinate
with local historical commissions and other interested parties; prepare
all documentation required to clear a project under Section 106 or
Chapter 254. Additional duties may involve: consult with, and provide
guidance to, other MassDOT personnel, consultants, and representatives
of other state, federal or local agencies in the review of bridge and
highway projects in the early stages of development in order to identify
potential impacts on historic structures/districts and to propose
context-sensitive solutions to cultural resources issues early in the
design process; procure and manage cultural resources consultants;
provide Section 106/Chapter 254 procedural/technical guidance to MassDOT
personnel and consultants, city/town Historical Commissions as outlined
in the 2006 Project Development and Design guide; and perform other
related duties as assigned.
Qualifications:
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) three years of full-time, or
equivalent part-time, technical or professional experience in the field
of environmental science, biology, chemistry, earth science,
environmental health, meteorology, natural science, toxicology or public
health, of which (B) at least one year must have been in a professional
capacity, or (C) any equivalent combination of the required experience
and the following substitutions.
Substitutions:
I. An Associate's degree with a major in the field of environmental
science, biology, chemistry, earth science, environmental health,
meteorology, natural science, toxicology or public health may be
substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in the field of environmental
science, biology, chemistry, earth science, environmental health,
meteorology, natural science, toxicology or public health may be
substituted for a maximum of two years of the required (A) experience.*
III. A Graduate degree with a major in environmental science, biology,
chemistry, earth science, environmental health, meteorology, natural
science, toxicology or public health may be substituted for the required
experience.*
*Education toward such a degree will be prorated on the basis of the
proportion of the requirements actually completed.
SPECIAL REQUIREMENTS: Based on assignment, possession of a current and
valid Massachusetts Class D Motor Vehicle Operator's License.
Preferred Qualifications:
Graduate Degree in Historic Preservation Studies with coursework in
industrial/engineering history and technical or professional experience
with historic bridges.
Applicants must possess: a thorough working knowledge of bridge history
and a good working knowledge of architectural history; (familiarity with
New England vernacular building forms and styles would be a plus); a
thorough working knowledge of federal and Massachusetts historic
preservation laws, regulations and procedures pertaining to cultural
resources; good writing and computer skills.
Comments:
This is a Civil Service position. In the event a Civil Service
examination is held for this title, appointees would be required to take
the examination when administered.
