Re LHD timing, bear in mind that after the LHD has passed TM it then has to be approved by the AG.  Even if the town clerk sends it immediately -- and sometimes they will wait 30 days to see if there is any suit filed -- the AG can and typically will take 90 days to approve.  And then the map needs to be filed.  Only then does the LHD take effect.
