Marcia,

I have found the possibility of delisting is a useful tool in negotiating potential changes to a property. I've worked with two community organizations in the past year that seemed oblivious to the Secretary of the Interior's Standards and planned inappropriate additions and alterations to their NRHP buildings. The negative outcomes for these groups might include a drop in public support, loss of 106 protection, and exclusion from some grant possibilities. In both cases, it helped encourage a happier result, preservation-wise. Without the threat of delisting, the original plans would have gone ahead. 

Of course, I drew them a verbal picture of officials marching to the front of their property and conducting an elaborate decommissioning ceremony . . .
