Two things come to mind:

(1) In Amherst, we have a demolition delay bylaw (originally, 6 mos., 
later extended to twelve). It enumerates criteria of historical 
significance, according to common standards derived from the ones used 
by the US government:

(2) In 2005, in order to strengthen our knowledge and protection of 
historic resources, we adopted a Preservation Plan that surveys these 
resources, reviews past and present protection efforts, and sets forth 
an agenda for the future. I cannot too strongly recommend such an 
undertaking as a point of departure.
