The Town of Reading has a  Zoning Bylaw which allows for the conversion of Carriage-Houses/Barns to dwellings on properties that are otherwise zoned single-family.  In concept it is similar to what you are trying to achieve and may be helpful.

Good Afternoon,

Are there any communities that have an ordinance/by-law for the conversion of historically- or architecturally- significant buildings into multi-family dwellings through the use of a Special Permit?

Beverly has several older homes and estates on large tracts of land that could be subdivided at some point in the future.  Often when a tract of land is subdivided, the existing home is demolished (we have Demo Delay, which saves some).  A few developers have expressed an interest in keeping the existing homes if they could be converted into townhouses.

Any examples of existing ordinances that address this issue would be greatly appreciated.
