The Village of Montebello, NY has an interesting zoning overlay district that may provide you with a model on which to develop your own regulation. See if this link works for you to get there:

Subject: [MassHistPres] Conversion of Significant Buildings
Good Afternoon,
Are there any communities that have an ordinance/by-law for the conversion of historically- or architecturally- significant buildings into multi-family dwellings through the use of a Special Permit?
Beverly has several older homes and estates on large tracts of land that could be subdivided at some point in the future. Often when a tract of land is subdivided, the existing home is demolished (we have Demo Delay, which saves some). A few developers have expressed an interest in keeping the existing homes if they could be converted into townhouses.
Any examples of existing ordinances that address this issue would be greatly appreciated.
