I would check with your town clerk, but since it is likely to provoke discussion of issues, you should absolutely make sure its an advertised meeting with set time and location information.  Not sure about liability - especially if its on the public right of way.  The attendees would be taking the same liability - it seems to me - as attending a meeting anywhere else.  This one just happens to be walking...
