[MassHistPres] definition of structure

The Mendon demo delay bylaw defines a "Building or Structure" as:
    Any combination of building materials giving support or forming a
    permanent shelter for persons, animals, or property.

The bylaw hasn't been exercised much, so I can't comment on how well it
works.
