Good question Peter. If Bedford bordered the Sound, perhaps we could have included it as a structure. It sure is a special "seascaped" historic area we wouldn't want messed with. *sigh*

Bedford's Acts of 1964, Chapter 118 (under Definitions) state the following: 


* Building - A combination of materials having a roof and forming a shelter for persons, animals or property. 


* Structure - A combination of materials, other than a building, including a wall, fence, walk and driveway. 


These 2 definitions have worked fine for the Bedford, MA HDC for many years. When the Acts were amended in 1985, we including "landscaping" which is why you see wall, fence, walk and driveway under structure. 


Our Acts are Town Meeting and State Legislative approved enabling acts. The Acts and HDC was first established in 1964, following closely to Concord's.
