[MassHistPres] definition of structure

In Worcester there are four diners listed on the National Register.   Some 
probably still have their original wheels.  There are many more  National 
Register listed diners across the state in the same condition.   They might 
all be in limbo as far as this definition of structure goes!

the  definition from Amherst’s demolition delay bylaw: 
"Structure" -  Any edifice, object or building of any kind that is 
constructed or erected and  requires more or less permanent 
location on  the ground or attachment to an object with permanent location 
on the ground,  not including wheels.
