In Salem, although discussed at a public meeting, a Waiver of the
Demolition Delay Ordinance does not require a public hearing.  We only
post the application on the agenda that is on the Commission's webpage
on the city website 1 week before the meeting.  There is no newspaper
advertisement, nor abutter notices.

However, if the property is located in an historic district, the
demolition is applied for under an application for a Certificate of
Appropriateness and it requires a public hearing, for which abutter
notices are sent 2 weeks before the meeting.  Our ordinance says that
abutters, abutters to abutters, properties across the street and their
abutters get notified, but since we now use a GIS system, we just use
200' around the property.  The city bears the cost of the mailing.  We
do not do a newspaper advertisement.

All meeting notices are posted at City Hall 2 weeks before a meeting.
