[MassHistPres] state cultural districts

Hello,
Senator Rosenberg has filed amendments to the Senate's Economic Development Reorganization plan that, according to his April newsletter, represents a major overhaul of the state network of agencies charged with business and economic activity development. One amendment calls for "promoting the creation of state designated cultural districts, areas comprised of artistic and historical significance. In addition to generating their own revenue, state cultural districts will bolster local economies including restaurants, lodging, retail, entertainment interests."
This may prompt us to think about what historic districts combine with other cultural assets and under what conceptual umbrellas. Has anyone worked on this?
