You are witnessing what we in the preservation trades call "Authorized Vandalism".  All to common and a familiar sight down here on the Cape  i.e. Sandwich Town Hall, Bourne Historical Center, Dennis Manse, etc.  The commisions have little control and often a lack of understanding of restoration vs reuse.  These contracts are awarded to the lowest bidder often with little preservation skills, unqualified oversight, and state regulations that make it impossible to properly execute.  Oh yeah, and it costs millions of dollars.
