[MassHistPres] Carriage House preservation

Northampton's Design Standards include carriage houses as "important 
elements of an historic district (that) will be afforded the same protection 
as principal buildings" and that "shall be preserved and maintained" as 
shall their their relationship to surrounding land or proximity to other 
buildings and the main building.
