Any house that is pre 1978 is bound to have lead paint Removing putty and or paint that has lead in it can be as dangerous as leaving it in place Most removal methods require scrapping or peeliing which may leave dust and chips in the house or just outside the house There are some fairly expensive high tech methods of determining if there is lead paint in the house There may be some simple chemical tests available through various home improvement stores In any event multipal ites on the property should be tested Results might vary depending on the testers skill There may be some grant money available through Towns Building Department Another possible source of low cost or no cost grant money or loans can be gotten from banks or goverment sources if the work is done under energy efficient rehab or general rehab programs.
