specs are specs...questions and clarifications should be addressed before a bid submittal...i was recently asked if i would be willing to use a particular paint (lasts 50 years!!!) and my response, following a moment's hesitation, was that i would if the client's architect specified how to apply it and if we could sign a waiver...i wouldn't expect to be awarded the contract if i was the low bidder and refused to use the specified paint...
if the painting contractor indeed chooses to fly a kite, s/he should begin at the prevailing wind shaded side of the building and work in a manner that prohibits working in direct sunlight....

This is coming from a contractor… Send a copy of the specs to the low bidder (and town attorney) and tell them to go fly a kite!
You spent the time to choose a specific product, so if the product of the low bidder is identical, tell them you'll accept their bid if they follow your specifications!
