By any chance does the second bidder just so happen to be the 
professional historic painting consultant who inspected the building's 
exterior?

Sometimes to save time, money and effort folks who have to publish an 
RFQ ask a potential bidder that they have a previous working 
relationship with to "help" create the specs for the project. Most of 
the time this is a good thing, that works well. Other times, it can 
create a problem or two.

While there is nothing technically illegal about a relationship such as 
this, a disinterested party might detect an odor....
