[MassHistPres] local CPC restrictions on preservationists

I agree with Judy Markland's take on this and it is the way in which our 
local CPC was run when I served on it years ago.  How would recommendations 
of projects by the Historical Commission get to the CPC and if the HC rep 
was not advocating for such projects who would?  Suppose the local HC wanted 
to use CPA funds to conduct survey work or National Register work, who would 
convey that information to the CPC?  It should be you who also would 
probably guide the request through the process - perhaps even being the 
spokesperson at town meeting.

My understanding is that those specific representatives (conservation, 
historical commission, housing) are on the CPA to be sure that the 10% 
allocations are set aside and spent on worthy projects that will enhance the 
town's open space, preservation of historic resources, and improve community 
housing.  And in addition other moneys may be spent on park and recreation 
which also has a representative on CPCs to advocate for those projects.

Please ask your CPC to reconsider its rules and perhaps ask the Community 
Preservation Coalition for assistance in developing rules and regulations or 
perhaps ask some of the surrounding communities for copies of their rules 
and regs.
