[MassHistPres] CPA funds accountability

In the course of inquiring about the seven municipalities with various types of Neighborhood Conservation Districts (to use the term loosely in some cases), I was told that a significant driver for the creation of North Andover's Machine Shop Village NCD was the town's CPA committee's unwillingness to commit funds to an area where there were no historic controls.
Not the same as an impact review, but better than nothing.
