Amherst has had a Design Review Board with is own geographic jurisdictions since the fall of 1983.

Brookline has required design review by the Planning Board for major projects and for anything along five major streets -- altho there are no design guidelines and there are certain limits in application.

Excluding LHDs and Neighborhood Conservation districts, I'd be interested in knowing of any place that has design review, what its limits are, and how it is implemented.  E.g. I think Newburyport has some sort of design review through its redevelopment authority, altho I don't know more than that -- and, of course, there is the BRA in Boston.  

And are there places with separate design review boards?
