[MassHistPres] Question about Demo Delay Fees

Wendy et all,
1) Are applicants for other permitting issues (building, variances
etc) asked to pay for these services or are they city costs that we
(as residents) typically absorb?
2) Does the DD apply to all full demolitions or only on structures
older than X # of years old?
I'm thinking that there should be equal application of fees across the
board...maybe this is will leading the way.
