The State of NH developed an excellent survey manual years ago so that town residents could help with the local surveys without needing a background in architecture. Not sure if they still use this format but it is certainly something that would be helpful if students are undertaking the survey.

For the FY 2012 round, eligible applicants will include all local historical commissions, local historic district commissions, municipal planning offices, and other public and non-profit historic preservation organizations. With this announcement, the MHC is initiating the Fiscal Year 2012 grant round of funding for Certified Local Governments (CLGs), municipal historic preservation commissions, non-profit organizations and other eligible applicants. CLGs in Massachusetts are the municipalities of Boston, Bedford, Brookline, Danvers, Eastham, Falmouth, Grafton, Hingham, Lexington, Lowel
