In Beverly, the discussion of transit-oriented development seems to be centered on the creation of a TIF zone and new construction while not a word of preservation has been said by our main streets organization, the city or the state.
Who in the state creates these incentives? If the government is encouraging "the new" over "the old", is it not urban renewal version 2.0?
Are their smart growth programs and organizations that encourage the re-purposing older buildings instead of demolition?
