[MassHistPres] Demo Delay Safety Hazards

Northampton's Demolition Delay Ordinance includes an 'Emergency Demolition'
section that allows the Building Commissioner and Board of Health to permit
demos of buildings that pose an immediate threat to public health and
safety.  It requires that the Commissioner make 'every reasonable effort'
to notify the Historic Commission, and then prepare a report explaining the
basis for the decision.
