In New Salem, various public and private historic buildings within the New 
Salem Center Historic District have required MHC review over the last 15 
years, and in every case, the MHC was always a help, never a hindrance. In 
fact, without the support of the MHC in advice, preservation programming, 
outreach, and grant administration, much of the preservation success here 
would not have been possible. Whenever a project began, there was always a 
concern about the costs for archeology, but such costs never adversely 
impacted the projects. I was always grateful for MHC oversight that 
compelled project participants to adhere to very reasonable standards in 
preservation, restoration, and rehabilitation of the significant historic 
buildings and their environs.

MHC is involved in many projects that go off without a hitch. One with a 
significant archeological component was the North Point project in Cambridge 
and Somerville. The archeological review and mitigation plan for the New 
England Glass Works site was conducted by PAL of Providence in about 2005. 
The project was delayed by a disagreement between development partners; 
archeology was not a factor.

The Massachusetts AIA will be advocating for a well-considered response to 
this bill and we are searching for instances when MHC review played a 
constructive role in a development project.  Given the context for this bill 
it might be particularly useful to learn of large land development projects 
with an economic development dimension.  Projects with important 
archeological implications would also be germane.
