Chesterfield Center Historic District is listed on the National Register of
Historic Places.
ATT is proposing a cell tower, not within the district, but plainly visible
from at least 7 places within the district including the historic Town Hall
and several contributing properties in the district.
The first balloon test was done in July when the trees were in full leaf
and in additionally in my opinion was a very poor report as several photos
showed historic properties but facing *away *from the proposed location.
This report is what was submitted to MHC which returned a finding of "no
adverse effect". This report also included an incorrect map of the
Historic District.
At the urging of the Chesterfield Historic Commission, a second balloon
test was done in mid November when the leaves had fallen. This is the one
which shows the balloon clearly visible. Up here, it would be clearly
visible from November through April and most of May.
I asked MHC to review the November balloon test photos and was told that
they rarely ever revisit a finding, and that this was based on the fact
that they consider a cell tower to be reversible.
It is my opinion that Chesterfield has one of the most beautiful town
centers in New England.
The consultant who prepared the nomination papers is of the same opinion
and feels that the cell tower would have an adverse effect on the Historic
District.
We do not have a local historic district.
Any suggestions?
