[MassHistPres] vote on supplemental budget bill

Michael Steinitz's summary of the status of the budget is correct.  Since the Senate has attached this amendment to the budget, which was not in the House version, it will be decided (passed as-is, modified, or eliminated) by the leadership or they will create a conference committee to discuss all amendments and agree on a final budget proposal to send to the Governor.  Given the speed with which this was moved, we feel that there is a distinct possibility that it will be passed.   However, the public hearing at the legislative State Administration Committee was very passionate on both sides and the leadership clearly realizes that this is a very large topic, both because of the specific impact on this project and the larger question about how we regulate development and what role preservation has to play in that process.

AIA Massachusetts is been reaching out to several legislators and relevant staff to see whether there might be an opportunity to broker a discussion among concerned parties.  Our specific aim is to give all parties an opportunity to take a breath, hopefully by stepping back from the budget amendment.  However the first very necessary step is to make your concerns heard to the offices of the Senate President, Speaker, and both House and Senate chairs of Ways and Means, who will be making the final decision on what goes to the Governor.  Given the breadth of concerns expressed at the hearing, it will also be important for MHC to envision ways of addressing the concerns expressed about project planning and review.
