It would be most interesting to view the visual evidence presented by the plaintiffs (or Commission) which showed the surrounding context, the historic buildings in question, etc.  It may be that the Commission did not advocate strongly enough for the significance of the Vernacular store building or that it was being too purist in its approach as to not allow any change within the district whatsoever.  Hard to say whether this was an inappropriate decision without understanding the entire background.
