The Department of Conservation and Recreation (DCR) has extended the deadline for proposals to rehabilitate, operate, and maintain the Civilian Conservation Corps Camp Cottage, and optionally, the Administration Building at Upton State Forest in Upton, MA. Proposals will be accepted until Friday, July 27, 2012. The property will be opened on Tuesday, July 10 from 4pm to 6pm.
Through DCR's Historic Curatorship Program, outside parties rehabilitate and maintain a historic property in return for credit toward a long-term lease. DCR seeks proposals for the reuse and rehabilitation of the Cottage (former infirmary) building only, or for both the Cottage and adjacent Administration Building, under the condition that the central portion of the Administration Building is available to DCR and community groups to use for educational programming, special events and meetings.
The Cottage and Administration Building make up one of the last remaining examples of a CCC camp landscape in the United States. Designated "SP-25" (Federal Camp No. 2105), the Upton Civilian Conservation Corps (CCC) Camp was erected ca. 1935. The CCC was one of the New Deal's most successful programs - putting American men, unemployed due to the Great Depression, back to work by conserving public lands which had fallen victim to decades of environmental degradation. In addition, the CCC built much of the infrastructure which created the national and state park system- a legacy that endures to this day. SP-25, like most CCC camps, were built as temporary structures, but after the camp closed in 1938, the buildings were transferred to the state and modified for other important uses, including as a State Guard training camp during WWII and by the Department of Fish and Game. Time has taken its toll on the camp over the last few decades, and today only two buildings and the original parade ground survive intact.
The Request for Proposals describes the submission requirements and provides detailed information on the property, including an assessment of its current condition and required improvements. Interested parties can submit a proposal for review by DCR. Successful proposals outline a viable reuse concept, public benefit, rehabilitation approach, and implementation schedule, and demonstrate relevant experience and sound financial qualifications for tenancy.
