My Commission would likely prefer to keep original material (including
color), but might also consider whether the proposed color was available
at the time the structure was built and if any other similar buildings
in the city used it at that time.  I think the question before the
Commission is "Is it historically appropriate to have X?"  In this case,
if there was no black slate or black standing seam used at the time of
construction, the Commission would be within its authority to deny.  But
if there were those color materials, then your board can discuss and see
how the vote falls.
