[MassHistPres] mitigation guidelines

I would appreciate receiving examples from local historical commissions of
guidelines in use for mitigation of adverse effects to historic resources or
to historic buildings. I'm using the five types of mitigation at 40 CFR
1508.20  which lists avoiding, minimizing, rectifying (by repairing,
rehabilitating or restoring), reducing and compensating environmental
impacts as a starting point.  Are there more specific codes in use today by
local historical commissions?
