If we are able to get rid of it from the Senate version and it was never in
the House version (I don't believe it was), then it is effectively dead.

 

If it remains in the Senate budget, then we'll have to go to work on the
conference committee and ask that it be left out of the final budget.

 

If it makes it into the final budget, then we appeal to the Governor to veto
it.

Just to clarify, it is not a bill.

 

It is an amendment to the State senate version of the budget, filed as GOV
119.  The amendments are presently being debated en mass in the Senate.  Now
would be the time to contact your state senator.

 

If it gets into the Senate version then, I think, it goes to conference
committee where your senator or rep is not likely to be a direct
participant.
