[MassHistPres] Holding Preservation Restrictions

As a practical matter, the non-profit needs to be expected to have 
longevity (these are permanent restrictions after all) and the manpower to 
take the charge seriously, including not just defining the scope of the 
restriction and how the inevitable maintenance, repairs and changes will be 
handled, but ongoing monitoring of the building - as well as the initial 
legal work, of course.
