[MassHistPres] Demo ByLaw Statute of Limitations

Was a demolition permit issued to the previous owner? At least one
building inspector I know treats the demolition process exactly like the
building permit, including lapse time, even though there was no time limit
specified in the demo delay bylaw. If the demolition permit lapses, the
whole process needs to be repeated. The same analogy might work even if
the permit hadn't been issued.
