here's a less smarmy response than my first...
if the gentleman from west tisbury was to increase the overall R value of his home, an exception can be made for the windows...he will need to find a window maker who will offer a U-factor rating on the single pane/storm combination...thing is, most small craftspeople do not have the resources to have their products so rated...
massachusetts (like many other states) has adopted the international energy conservation code...new windows must have a U-factor of .35 or less unless the jurisdiction has a 'stretch code' in which case it would be .30 or less...see here for more information on the 'stretch code': http://neep.org/uploads/NEEPResources/id555/2_Stretch%20Code%20Overview.pdf

Note that the phrase "U-Factor" (which redirects here) is generally used to express the insulation value of windows only,[6] R-value is used for insulation in most other parts of the building envelope (walls, floors, roofs).
The U-factor (sometimes incorrectly referred to as "U-value"), is the overall heat transfer coefficient that describes how well a building element conducts heat. It measures the rate of heat transfer through a building element over a given area under standardized conditions. The usual standard is at a temperature gradient of 24 °C (75 °F), at 50% humidity with no wind[7] (a smaller U-factor is better at reducing heat transfer).
jade's note: the R value is a measure of thermal resistance...the higher the value, the better the resistance...
