[MassHistPres] bylaw for exterior maintenance

The Town of Dartmouth recently tried and failed at Town Meeting to  
pass a bylaw requiring upkeep of exteriors of buildings in the town.   
This was occasioned by the dereliction by the owner of a key building  
in Padanaram Village.  Buildings more than 75 years old fall under the  
Demo Review Bylaw, but this building is not that old.  Do other towns  
have bylaws to protect exteriors?  We will try again for this, but are  
looking for ideas of wording that have been acceptable to other  
communities.
