[MassHistPres] How do we deal with a violation?

Our Building Department issued a permit allowing a business in the historic district to erect the sign. We now have a garish flashing LCD sign across the street from the common and sandwiched between two historic buildings. The building department admits its error and the sign is in violation of the local By-law. The business is indifferent to our concern. Other than having Town Counsel begin court procedings, is there a possibility the Mass Hist Commission would involve itself in such a situation?
