The best guideline I can think of here is, "when in doubt, act to preserve." The developer will be thinking exactly opposite to this.

Hello, Mendon’s DDB states that the HC determine whether a building is historically significant. This house meets the criteria of age and association with people significant to the town’s history. It does have considerable structural damage. Do other towns take the cost of renovation/restoration to a developer into consideration when determining preferably preserved?
