David, the term "preferably preserved" is typical terminology found within a
demolition delay bylaw in Massachusetts.  In the two step model found in a
majority of demolition delay bylaws, a building can be determined
"preferably preserved" following a determination of significance by the
local historical commission.  

 

Here is the definition from the MHC sample demolition delay bylaw.  

PREFERABLY PRESERVED - Any significant building which the Commission
determines, following a public hearing, that it is in the public interest to
be preserved rather than demolished.  A preferably preserved building is
subject to the twelve month demolition delay period of this bylaw.

If you don't mind my asking: what is the context and meaning of the term
"preferably preserved"?  Is it different from the concept of conservation?

The Mendon Historical Commission is having a hearing to determine if a
building should be preferably preserved.  This hearing is a first for the
HC.  What criteria do other commissions use to determine if a building
should be preferably preserved?  Any advice will be appreciated.
